Post Strange talking NPC named Shopkeeper

In chat i saw a very strange NPC/Player named Shopkeeper which said Fellicia made him, when i exited and re-entered he still wasn't in players list and the color name chamged to green.
Then i met him in begin (I have a screenshot about it but i don't know how to put it.) and had level 0, then quitted.
