Correct - though it's going to change again slightly. So PvP at the same level will be ok with no ill effects, but if there's greater than a level difference of '5' between you both, then the one that starts the fight will be penalised if they kill the other person.

It's to dissuade people from killing beginners (it's a bit unfair, though can be amusing) :-)

That can't happen unless you're attacking another player (the code doesn't run unless the attacker and the victim are both players and not NPCs)

I think it could happen when player attacked me, stopped, started attacking NPC and then this NPC killed him. I saw two dead players and decreased exp then.
